Yes, absolutely. Many of them are not exactly public spirited. Blair earned a fortune (and still does, presumably) on his retirement from public life: sitting on various boards and developing a lucrative number as an after dinner speaker. Nice work if you can get it. In the meantime we taxpayers foot the bill for his continued security - and, man, does he need it.
